Advocacy is an essential element
which underpins all our
programme areas. Under the
Disability programme, our key
advocacy initiatives are:

Prachi – marketing of

Promoting
network of PwD in ODPN |
Odisha Disabled People’s
Network (ODPN) is a
conglomeration of persons with
disabilities, disabled people’s
network, parents association,
NGOs working on disability issues
and other like-minded people who
have long been advocating for
the rights and development of
the PwDs. One of the important
strategies of the network is
advocacy with different Govt.
and private agencies to ensure
the rights of the PwDs in a
wider way. The best part of the
network is that it’s not
confined to any particular
category of disabled people’s organisation but it’s always
tries to unite all the people
coming under the disability
umbrella and work as a force.
The first advocacy agenda of
this network was appointment of
Independent Disability
Commissioner. After the struggle
of more than two decades the
efforts have finally paid off and as a result we
have our first Independent
Disability Commissioner with us.
Now the network is concentarting
on the landless issue of the
PwDs and the bus concession
issue. The network is still in
its early stage and evolving up
gradually to address of the
issues of the persons with
disabilities across the state.
ODPN CAMPAIGN FOR PWDS OF
SIKHYA SAHAYAK
Members of the ODPN have
recently been investigating
issues of fraud relating to the
Sikhya Sahayak scheme. Under the
scheme, 3% of all teachers
employed should be persons with
disability. However, it has
emerged that many people
claiming the scheme have false
disability certificates, and
persons with disabilities are
missing out. The members of the
ODPN have been campaigning
against this across different
districts of Orissa.

PRACHI – Marketing of Products
made by PwDs |
“PRACHI”- a Cooperative to
promote products made by persons
with disability - was initiated
by W & CD Dept. Govt of Odisha
in the year 2008. The idea
behind this was to produce and
sell products made by the PwDs
of Odisha in order to help them
to earn their livelihood and
live with dignity. The PwDs are
trained with practical skills
for producing a variety of
products such as embroidered bed
spreads, cushions, purses,
envelopes and bags made from
recycled newspaper. The products
are currently being sold
locally, to local businesses. By
providing training, resources
and marketing support, aaina
enables this previously
marginalized section of society
to become self-sufficient, as
well as producing quality
products to be sold in the local
community. |

‘Count Us In’- a campaign for inclusion
of PWDs in Census 2011. |
The Census 2011 enumeration
takes place 9th – 28th February
2011. “Count Us In” is our
campaign for inclusion of
persons with disabilities in
Census 2011. In 2001 disability
was added in the census
questionnaire; however a lack of
awareness amongst the general
public and enumerators, as well
as a non-detailed question,
meant that the resulting figures
of PWDs did not reflect the
reality. This year, the census
has detailed questions on
disability and has been moved up
from question 15 to question 9.
By raising awareness we hope to
ensure PWDs are counted and a
good and actual number of PWDs
will come in Census 2011. Only
with official figures can we
begin to provide the necessary
facilities for PWDs in our
community. Different
strategies have been initiated to spread the
campaign message in rural pockets of state
like district/block level stakeholders
meeting, postering of campaign message in
different Govt. offices, distribution of
leaflets and airing of TV spot in local
cable channels as well as Govt/Private TV
channels. Watch out for our
campaign video,
which is being aired on Odia Door Darshan
Channel at 5.30 PM and just before 7 PM news
time every day from 10th to 28th Feb.
2011 with the support of Panchayat Raj Dept.
Govt of Odisha and on Naxatra TV Channel
in between 7.00pm to 7.30pm news time every
day. |
